Independent Physician Review of Medical Evidence Supporting Military Decorations
Military service members and Veterans may encounter situations in which injuries sustained during military service were incompletely documented, diagnosed years later, or not fully considered during an award determination.
In these circumstances, an independent medical opinion may help clarify the nature of the injury, its documented medical consequences, and the significance of relevant medical evidence.
At David Medical Services, PLLC, we provide independent, evidence-based medical opinions for military award matters when the requested medical conclusions can be reasonably supported by the available records.
Our opinions are prepared by physicians with experience in medical evidence evaluation, occupational medicine, and military-related disability assessments.
An independent medical opinion may be valuable when the medical circumstances surrounding an injury are disputed, incompletely documented, or medically complex.
Examples include:
Each case is evaluated individually. The existence of a medical diagnosis, including a later diagnosis of TBI, does not automatically establish that military award criteria were met.
A physician's role is to evaluate the medical evidence and provide an independent professional opinion on questions within the physician's expertise.
Depending on the circumstances, our evaluation may address:
Our medical opinions do not establish military award eligibility or guarantee approval. Final award determinations remain the responsibility of the appropriate military authorities.
Some Purple Heart requests involve complex medical questions, particularly those concerning traumatic brain injuries and blast-related injuries.
A service member may have experienced an explosion or other hostile-action event but have limited contemporaneous medical documentation. In other cases, an injury may have been recognized or formally diagnosed years later.
Our physicians can evaluate the available medical evidence to determine whether medically supportable conclusions can be reached regarding the injury and its consequences.
An independent medical opinion may help clarify the significance of existing records. However, it cannot replace required contemporaneous documentation or establish that an undocumented event occurred.
Eligibility criteria vary according to the circumstances, service branch, and applicable regulations.
Submit an inquiry describing the military award being sought, the circumstances of the injury, and the medical questions requiring evaluation. Our staff will determine whether the request falls within the scope of our services and explain the next steps.
Following payment of the $500 review fee, our physician evaluates up to 25 pages of relevant military, medical, and supporting documentation. You will receive a written assessment addressing whether the available evidence provides a reasonable medical foundation for a formal independent medical opinion, including any significant evidentiary gaps or additional documentation that may be needed.
A Level 0 review does not include a formal medical opinion. A favorable assessment indicates that an opinion appears medically supportable, not that military award eligibility has been established.
If a formal medical opinion is supportable, we will provide a proposed scope of work and fee based on the complexity of the medical questions and the records requiring review.
The $500 Level 0 fee will be credited toward the formal IMO when addressing the same injury and military award request. Additional work begins only after you approve the proposed scope and payment is received.
Our physician conducts a comprehensive review of the relevant evidence and prepares a written medical opinion addressing the medical questions identified. The report explains the pertinent medical findings, clinical reasoning, supporting evidence, and any limitations of the available documentation.
The completed opinion is provided for your use in the applicable military award application or reconsideration process.
Military award requests may involve complex medical questions, including injuries that were incompletely documented, diagnosed years later, or previously evaluated unfavorably.
Before preparing a formal independent medical opinion, our physician must first determine whether the available evidence provides a reasonable medical foundation for the requested conclusions. This Level 0 review includes:
This service does not include a formal Independent Medical Opinion or a determination of military award eligibility.
Important: A favorable Level 0 assessment means that a medically defensible opinion appears supportable based on the available evidence. It does not establish eligibility for a military award or guarantee that an award will be approved.
A Level 0 review is complete when the written assessment is issued. Additional records submitted afterward require a separate review and may incur additional fees.
Records exceeding the initial 25-page limit may be reviewed for an additional $250 per 25 pages, with prior approval.
Upon completion of the Level 0 Initial Case Assessment, if our physician finds a formal medical opinion is supportable, we will provide a proposed scope of work and fee based on the medical questions involved, the complexity of the case, and the volume of records requiring review. The $500 Level 0 fee is credited toward a subsequent Military Award IMO addressing the same injury and award request.
Our standard Military Award IMO includes review of up to 100 pages of evidentiary records and a written, evidence-based medical opinion addressing the relevant injury and medical findings.
Complex cases requiring extensive records review, a detailed medical timeline, or additional interview by our physician may involve higher fees.
All fees and records limits will be confirmed before additional work begins. Payment is required before physician review begins.
Our opinions are independent and evidence-based. We cannot guarantee favorable medical conclusions or approval of any military award.
Our services provide independent medical evaluation and documentation. We do not provide legal representation, determine eligibility for military awards, or guarantee that an award will be approved.
An independent medical opinion is not appropriate for every request. When the available evidence does not support a medically defensible conclusion, we will explain those limitations.
Our commitment is to objective, evidence-based medical analysis.
Military correction boards can address errors involving decorations and awards, although the appropriate application pathway depends on the circumstances.
If you are seeking medical documentation related to a Purple Heart or another military decoration, we welcome the opportunity to review your request.
